I stayed there one night during a one week "whirlwind" trip through the west coast (mostly California).
Location: This hotel is located within walking distance to the Capital and nearby government buildings. Its locale is ideal for anyone doing business with the government agencies, particularly if you are driving. The hotel has off street parking and this is useful, as downtown parking can be hard to find. If you are staying over for next day business, the management is OK about you leaving your car there after checking out that morning.
There are a couple of nearby "mom and pop" grocery type stores for anything you need to stock up on. However, the hotel's location is just at the edge of where the neighborhood transitions from "very nice" to "something that could be less than safe," so be careful if navigating north on foot after dark.
That said, there are several nice resturants a couple of blocks south near 20th street. Ate fabulous chinese there at a casual sit down! Note, this area of Sacremento is full of one way streets, so navigating by car can be a challenge for the uninitiated. A Garmin or similar device makes getting around a breeze though.
About the hotel proper: The staff was friendly and helpful. The hotel was clean, but as another reviewer commented not too far from needing an update. The rooms are accessed via elevator, so there should be no issue for persons with disabililties. This is a 100% smoke free facility, so if you indulge, be prepared to go outside (no outdoor balcony, etc for a quick smoke).
The room: Quiet, very clean and spacious. The room I stayed in had good wireless connectivity. The beds were comfy. No complaints, but nothing to exhault its merits about either. It was on par with what one should expect for a 2-3 star hotel.
Breakfast: Basic "continential" fare augmented with some cooked food. The dining area was nice and a great place to "camp out" between meetings the next day, after checking out. Wireless connectivity allowed you to check e-mail, etc when doing so. Left over coffee from breakfast is available, but no cream.
Other: Had a PC and printer for printing boarding passes, etc or some light internet activity if you don't have a laptop.
All in all, a good business class hotel that is well located.
